BIO

Francis Snyder is C.V. Starr Professor of Law, EU Jean Monnet Professor ad personam, and Director of STL’s Center for Research on Transnational Law. He is also Founder and Co-Director of the Pearl River Delta Academy of International Trade and Investment Law (PRAIA), based in Macau. He is Visiting Professor at the College of Europe, Bruges, Belgium (1989-present), Adjunct Professor at the University of Macau and Emeritus Professor at the CERIC, Aix-Marseille University. Until recently he also held a part-time Special Endowed Chair Professorship for Food Safety at Northwest University of Agriculture and Forestry (NWAFU), Yangling, Xi’an, Shanxi Province, where he served as Research Director on Food Policy and Law at the Sino-US Joint Research Centre for Food Safety (JRC). In 2018 he was awarded the China Friendship Award, (中华人民共和国友谊奖), which is the People’s Republic of China’s highest award for “foreign experts who have made outstanding contributions to the country’s economic and social progress”. In 2018 he was also awarded the Friendship Award of Peking University.

Professor Snyder is a member of the Foreign Experts Advisory Committee (FEAC), State Administration of Foreign Experts Affairs (SAFEA), of the People’s Republic of China. He is on the list of arbitrators of the South China International Economic and Trade Arbitration Commission (SCIETAC) / Shenzhen Court of International Arbitration (SCIA) for WTO Law, EU law, and food safety. He is a member (inactive) of the Bar of Massachusetts. In 1988 the French Republic awarded him the honour of Officier de l’Ordre des Palmes Académiques. He is listed in Marquis Who’s Who in the World and in International Authors and Writers Who’s Who.

Among his past international appointments, Professor Snyder served as Dean of the Law Department of the European University Institute in Florence, Co-Director of the Academy of European Law, and Professor of Law at the University of London, including as Professor of European Law at University College London and later as Centennial Professor at the London School of Economics. In 2000-2001 he was a Visiting Fellow at the Institute for Advanced Study (Wissenschaftskolleg), Berlin. In 2003 he co-directed the Centre for Research at the Hague Academy of International Law. He was the first Robert Schuman Professor under the EU-China Higher Education Cooperation Programme and has participated in virtually all cooperation programmesbetween China and the EU in the field of higher education, including as Academic Director of the British Council team that was the leader in the EU-China Legal and Judicial Cooperation Programme that led to the foundation of the China-EU Law School in Beijing.

He has been Guest Professor at Peking University Law School, (2006-2010), Tsinghua Law School (2004-2007) and University of International Business and Economics (UIBE, Beijing). He has also held visiting professorships at the University of Hong Kong (1997); Chinese Academy of Social Sciences, Beijing (1998); College of Europe, Warsaw; Ecole Supérieure des Sciences Commerciales d’Anger (ESSCA); University College London; Scuola Superiore di Lecce, Università degli Studi di Lecce,Italy; University of Barcelona; University of Macau; University of Copenhagen; Universidade Autonoma de Lisboa; and Georgetown University Law Centre Summer Programme, Florence; and been a Visiting Fellow at the Institute of Development Studies (IDS) University of Sussex, the Afrika-Studiecentrum, Leiden, Netherlands and the Program in International Studies, Stanford Law School.

Professor Snyder is a scholar of European Union law, WTO and international economic law, EU-China relations, technical standards, anti-dumping, and food safety law. His newest book is Food Safety Law in China: Making Transnational Law (E.J Brill, Leiden, for the Collected Courses of the Xiamen Academy of International Law, 2016). In May 2017 this book was awarded two prestigious prizes at the Gourmand World Cookbook Awards 2017: ‘Best in the World’ in the Category ‘Law Books’, and ‘Best in the World’ in the Category ‘Food Safety Institutions’. These highly competitive awards honor the best food and wine books throughout the world. He is author or editor of more than forty books including The European Union and China, 1949-2008: Basic Documents and Commentary (Hart Publishing, Oxford, 2009, translated by the Chinese Academy of Social Sciences, Beijing, and published in Chinese as 欧洲联盟与中国(1949-2008): 基本文件与评注 [平装], 2 volumes (Social Sciences Academic Press China, Beijing, April 2013); The EU, the WTO and China: Legal Pluralism and International Trade Regulation (Hart Publishing, Oxford, 2010),The Future of Transnational Law: USA, EU, China and BRICS (co-editor with Lu Yi) (Editions Bruylant, Brussels, 2015) and International Trade and Customs Law of the European Union (Butterworths, London, 1998), and author of more than 200 articles. His articles are regularly listed among the top 10% downloads on the Social Science Research Network (“SSRN”). His current research focuses on food safety law in WTO law, EU, USA and China; food safety, food quality and public health in China; technical standards; and relations between Europe and China in the context of China’s One Belt, One Road (OBOR), also known as the Belt and Road Initiative (BRI).

Jones, Menon and Weatherill), (Oxford University Press, Oxford, 2012). He is a pioneer in the study of soft law in the EU and in China.

He is the founder (in 1995) and editor-in-chief (until January 2014) of the European Law Journal, which pioneered the study of EU law in its social context. He is also a member of the board of editors and advisors of numerous other law journals, including China Legal Science and Frontiers of Law in China, and a member of the Advisory Council of the Institute for European Studies at the Chinese Academy of Social Sciences in Beijing. In 2002 he created the International Workshop for Young Scholars (WISH), one of the first international workshops for young scholars in the world; the 9th WISH was held at STL in November 2012, and the 10th WISH was held at the Ecole des Hautes Etudes Commerciales (HEC), Paris, in June 2015.

Among recent professional engagements, Professor Snyder was invited to serve as the leading foreign expert to China’s Central Government for reform of the food safety system in China and contributed to reform of the 2009 Food Safety Law. He also attended as an invited guest the speech of China’s President XI Jinping at the College of Europe, Bruges, Belgium in April 2014, during President Xi’s visit to Europe, and gave a speech at the High-Level Seminar on ‘China’s Reform and Its Impact on the EU and the World’ organized by the College of Europe EU-China Research Centre and the China Institute for Reform and Development, Hainan. He gave a speech on ‘Innovation and Talents Ecosystem in the Guangdong-Hong Kong – Macau Greater Bay Area’ at the Conference on International Exchange of Professionals Greater Bay Area Talent Cooperation Forum, sponsored by the Chinese State Administration of Foreign Experts Affairs (SAFEA) and Shenzhen Municipal Government and held in Hong Kong in April 2018. Peking University invited him in 2020 to give a lecture on ‘Public Health, Food Safety and Global Standards: Six Lessons From COVID-19’ in its series The X-Lense at PKU: Peking University Global Open Talks, ‘an online lecture programme inviting world-renowned scholars to share their insights on the hottest new debates and information in their fields’: the lecture was widely diffused on social media, television and elsewhere.
